It does matter and if you shoot lots of AI infantry, both personally and with a massive raged force you'll notice a general difference in ease against smaller shields. That doesn't mean you shouldn't use the troops you favor though. If I was gonna recommend infantry I'd say t2 khuzait footmen, big annoying shield, low cost, easy to replace.
