Deleting characters is to get a free transfer. You can move regions simply by transfering servers which normally costs gems. By transfering to a server with Medium population, it only costs 500 gems. That's about 150 gold, so you don't have to spend actual money!

There is a simple solution to this. A-net doesnt have to physically change the race it self. Anet has all the informations about your character, including every POI, vistas, hearts, stories, items, etc. Maybe they could just create new charater, copying all these unlocked data from the old one.A server change is possible but it's roughly 10-20$ in gems, so not really worth it if you just started out and didn't buy the expansions right away. If you already bought the expansions I'd wait and see if the server you're on really bothers you in terms of population etc. before dropping 10-20$ on a server transfer. 5.
